Not sure why the Sun is calling it a farce. A new prosecutor (investigating judge or whatever) decided that he might have been ruled out a bit too quickly.
The only thing I find a bit odd is that he apparently didn't come forward when his e-fit with the distinctive helmet was plastered all over the place.
