You come up with an idea and then either firm your own production company or approach one which discusses it with you, changes it etc and then gets the rights etc. The production company then discusses it with channel producers etc about them buying it and again changes, scripts, etc are discussed. This is all sorted out before production actually starts. Not three years after filming.
