When did the s-e-x attacks on children in the algarve start in relation to Joanna's disappearence? It seems to me that at some point police should have investigated to see if they were linked. Could it be that whoever took Joanna realised it was safer and easier to attack tourist children as opposed to local children?

I have no idea.
Yes, of course, there should have been an investigation into potential links. But that was not to be. Perhaps the Cipriano case is under quiet review as well.
There is no more substance to the tabloid myth of oozing body fluids / tufts of hair and a 100% match to her DNA in the Scenic than there is to the macabre assumption that Leonor bashed her child's head against the wall, her brother finished her off and they proceeded to chop up her body and attempt to stuff into a freezer.
The only difference is that this unsubstantiated assertion in the Cipriano case was accepted as fact by the court, including horrified jurors.

In one of these cases, a pedophile would have entered a room where the minor victim was, and masturbated at the front of the room when the child was lying in bed. GNR, at the time of its receipt and the six other complaints, communicated them to the Judiciary Police. It was possible to conclude that at least five situations will have occurred before the disappearance of the child. However, none of the situations came to be used as a line of investigation. Now, ten years later, the Met wants to revive this scenario even because, according to British media reports yesterday, British investigators are in possession of a list of 38 s-e-x offenders who were identified, at the time of the disappearance of the child, in the vicinity of Praia da Luz.

I think she states that he was investigated in 2008 for sexual abuses and gave a DNA sample.
She was questioned again by the PJ after the reopening.

Euclides DNA tests made in 2008 were negative.

The German suspect being investigated now was in Portugal from 1995 so was in the area when joanna disappeared too.

Good to hear the police hasn't forgotten him.
He is not even included in any list of children missing in Portugal.
Apparently they were looking into Martin Ney at that time.
